- The major evaluation points are the strength of the research vision, the strength of the center leader, the strength of the team, and the strength of the governance

- Does NOT support expenses for Open Access, but does allow for regular publication costs

- Does NOT allow for regular computers in the budget. Only when powerful machines are needed, can they be included in the budget, and only if properly justified

- Does NOT require co-financing from the institution except that salaries for tenure people involved in the project should be covered by the institution. Also, the institution must provide the facilities needed (laboratories, offices, etc.)
